Job Title: WASH Marketing Program Officer
Location: Phnom Penh, with some travel to provinces
Report to: Indirect Sales Manager

WaterSHED is a local non-governmental organization (NGO) headquartered in Cambodia. WaterSHED engages local enterprises and government in the development of sustainable market-based approaches that empower households to be active and informed consumers of water, sanitation and hygiene (WASH) products and services. Direct assistance provided by WaterSHED encompasses areas of technical support such as business training and marketing support, research and design of new products and water supply schemes, and product quality assurance. Furthermore, WaterSHED also provides research and assistance related to social, behavioral, business, and financial aspects of implementation activities.


The Program Officer will be a driving force for the implementation of the WaterSHED’s WASH-Marketing program, an initiative which seeks to facilitate private sector development and increase access to rural sanitation, hygiene and safe drinking water through local market channels in rural Cambodia. The Program Officer will work closely with the Business Development Manager, BIU Team, Area Manager (AM), Senior Facilitation Specialists (SFS), and Facilitation Specialists (FS) to enable them to maximize work efficiencies. S/he will provide all relevant training and mentorship to the WASH-Marketing team. The Program Officer will work closely with government at all levels and partners.

  • Spot Check the AMs, Senior FS, FSs plan and feedback, then reflect with the Actual activities
  • Prepare and conduct the training to the team
  • Regularly check the report on the web database and summarize the Report to share with RM and PM
  • Oversee AM and FS report and comment to improve it
  • Support the Area Manager to solve problems inhibiting attainment of program goal and targets
  • Evaluate the capacity of the AMs, SFS, and FSs in their jobs, and provide critical improvements for the team on attitude, work result, communication, etc.
  • Support the creation of an environment of team ownership for the work
  • Involve in preparation timely reports for management, governor and donors
  • Assist the WASH Marketing Manager to analyze the program progress and comment
  • Undertake administrative tasks in English and Khmer and translate key documents as required
  • Assist to build and maintain strong working relationships with WaterSHED partners
  • Conduct planned internal evaluations to monitor program process, and make recommendations on how to improve this process
  • Support other study or program needed
  • Represent WaterSHED as required
  • Undertake other duties as required
  • Skills and competencies:
    • University Degree in business and marketing or other relevant qualification
    • Proven experience in management, business development, marketing, data entry and analysis or related fields
    • Proven experience in development of data collection tools, data tracking and reporting and project evaluation
    • Familiarity with modern technology and communication
    • Fluency in Khmer, oral and written
    • Drivers license and demonstrated driving experience
