Handwashing with soap has long been promoted in Vietnam by governments and NGOs through Behavior Change and Information & Education Campaigns (BCC and IEC) with the goal of raising awareness among beneficiaries.

Past and current large-scale BCC initiatives in Vietnam have achieved a significant level of hygiene awareness: WaterSHED’s DIV stage 1 project for HappyTap confirms this, with fully 84 percent of target market consumers able to specifically recall a handwashing promotional message. The most rigorously measured example of a recent large scale program was the World Bank’s Water & Sanitation Program’s Global Scaling-Up Handwashing Initiative, which began December 2006 with funding from the Bill & Melinda Gates Foundation.
